&lt;p&gt;A delegation from Cleveland led by Mayor Frank Jackson visited Rouen early July to formally seal the Sister City relationship between the two cities. Several meetings took place to position the relationships in the area of business, education, art, medical and port activities. In parralel, The Cleveland+ region was showcased during 10 days to thousand of visitors during the tall ship gathering called the Armada which drew about 9 millions visitors to Rouen.&lt;/p&gt;
